Overview

The Ramsey County Government Center remodel was a multi-year, multi-phase modernization of the historic Metro Square facility, originally constructed in 1911. Serving as Ramsey County’s central operations hub, the project included renovation and expansion of office and public service spaces, building system upgrades, and infrastructure improvements while maintaining full occupancy throughout construction.

Work included comprehensive mechanical, electrical, plumbing, elevator, and life safety system upgrades designed to extend the building’s service life, improve energy efficiency, and support long term operational needs. AP coordinated phased construction, temporary relocations, and building operations to ensure uninterrupted access for county staff and the public.

The project required extensive collaboration with Ramsey County leadership, facilities staff, consultants, and multiple user groups to support informed decision making and minimize disruption. AP exceeded the project’s CERT participation goal of 32%, achieving 42% workforce participation while delivering a modernized facility that supports the County’s operational and sustainability objectives
