Overview

The Town of Little Elm municipal facilities project includes four new buildings constructed across three separate sites: a public safety center that combines police and fire operations, a community center, and a senior center. Although each facility could have been managed as an independent project, the team implemented a unified project approach to improve coordination, efficiency, and cost control across all sites. Working closely with the Town and two separate design teams, a consistent set of construction standards was developed for all facilities. This strategy allowed materials to be procured in larger quantities and enabled subcontractors to repeat similar installations across multiple sites, improving efficiency and reducing overall costs while also establishing standards that can benefit the Town’s future capital projects.

The integrated management approach also allowed construction schedules, procurement, and material deliveries to be coordinated across the four facilities. Subcontractors were able to transition seamlessly from one site to another, and deliveries were carefully timed so materials could serve multiple projects as work progressed. During preconstruction, the team also collaborated with the Town on value engineering efforts when early estimates for the community center and senior center exceeded the budget. Through thoughtful adjustments to building layouts, material selections, and construction methods, the team was able to bring the project back within budget while maintaining the intended functionality and quality.

Building Information Modeling (BIM) was also utilized early in the process to review constructability and identify potential conflicts before construction began. This proactive coordination helped minimize rework, control costs, and support an efficient construction schedule. The digital models are also being used by the Town as a communication tool to help inform residents about the new facilities and the improvements being delivered to the community.
